Mix teff flour, sugar, salt, yeast, oil, and water to form a dough. Let it rest for 30 minutes.
Fry chopped garlic and dried chili until fragrant.
Add large onions, green chili peppers, shrimp paste, tamarind pieces, tomato sauce, a little water, and salt; stir well.
Knead the rested dough into small balls, flatten them, and fry in hot oil until golden brown.
Serve the fried roti puri with sambal sardin.
